Abstract
In article the theoretical base of the control system of management of innovations with use of spatial-temporal quantities is considered. The urgency of the problem is revealed, the requirements to the theoretical base are defined as well as LT-language, axioms, the basic and special concepts of the theory, deduction rules and the consequences. In conclusion the necessity of working out the scientifically-methodical maintenance of monitoring is emphasized as well as estimation and realisation of innovations in the management of steady innovation  development. The work is performed under the grant of the Russian fund of basic research, the project № №07-06-00209-а.
