ORGANIZATIONAL MANAGEMENT STYLES: PSYCHOLOGICAL CHARACTERISTICS

Abstract

The article presents the author’s view on the noospheric approach to the design of regional sustainable development. In the context of international restructuring of political, economic, social, and environmental processes, the population’s demand for the development of a balanced, harmonious, long-term model of regional development is being formed. The scientific-theoretical and socio-practical foundation of the Russian (Eurasian) scientific school sees a way out of the global environmental crisis through the development of a noosphere-oriented type of society according to the model. The paper provides a systematic historical analysis of noospheric research from the perspective of the International Scientific School of Sustainable Development named after Pobisk G. Kuznetsov. The characteristics of three approaches to life management (Western, Eastern, Eurasian or Russian scientific schools) are given. A system-energy (power-based or physico-economic) approach to assessing the power of states is described. An example of determining the contribution of labor activity to social development from the perspective of a power-based approach is considered. The influence of cognitive hybrid warfare methods on management decision-making is discussed. Using the example of the Altai Republic, a methodological approach to the design of the concept of sustainable noospheric development is described. The concept contains basic principles and priorities, values, strategic directions, as well as a specially developed national index of sustainable noospheric development to assess the level of development of regions. The concept is a document of scientific and methodological support for strategic planning of the region. The article presents an approach to the analysis of sustainable development of socio-economic systems using the parameters of social time and power. The criteria for social time and energy efficiency were formalized, which allowed us to create a matrix of scenarios for the development of socio-economic systems with 9 options for changing the situation. Development modeling was carried out on the example of the socio-economic system of Russia from 2000 to 2017. The study of methods for managing the budget of social time and its impact on the development of socio-economic systems is a promising area of scientific and applied research, and also provides the opportunity to develop a model for managing the sustainable development of socio-economic systems.

Abstract

The objective of the proposed article is to reveal the foundations of the effectiveness of state scientific and technical policy. Based on the value approach to state policy as a whole, according to the classical scheme Values – Goals – Means – Result, it is revealed that state scientific and technical policy is a Means in achieving the results of state policy. The imposition of someone else’s conceptual apparatus and its interpretation on Russia in 1990-2020 led to the deprivation of the people of Russia of independent thinking, since thinking is a language process. And the policy of current practicality and continuous throwing oneself where it is more profitable, where it is more urgent exposes the trifle, the internal impotence of the state. The highest human values are recognized: Truth, Goodness and Beauty, and the effectiveness of state scientific and technical policy should be estimated in gigawatts.

Abstract

The problem of university management in the context of the implementation of national projects (advanced engineering schools, youth educational centers) is considered. The relevance of the transformation of university management, taking into account new development tasks, is shown. The hypothesis of the study is that one of the methodologies of flexible management – Beyond Taylor methodology or clientocracy – is applicable to university management. The purpose of this article is to show the possibility of applying clientocracy to the university management system. The methodological foundations are the methodology of clientocracy – the management structure of an organization in which the hierarchy of management and processes are based on values. The methodology of clientocracy in relation to university management is presented for the first time. The value of the article is represented by management tools, allocation and description of organizational structure units. The target group of the article is represented by university leaders, heads of innovation groups.

Abstract

The article is devoted to the peculiarities of digitalization of the process of conducting experiments in scientific and educational organizations. The relevance and setting of the problem is considered. Features and structural diagrams of modern solutions are presented (educational virtual laboratories, cross-industry and industry experimental systems). The article provides specific examples from Russian practice. It is shown that it is the industry systems of conducting experiments that can be used both for training and for joint implementation of research projects in which several organizations are involved. They are a flexible and task-specific tool for digitalizing research processes.
