APPENDIX. ON THE BIOGRAPHY OF P.G. KUZNETSOV

Abstract

The “President” program of the country’s sustainable development is a continuation of the “Governor” program developed under the leadership of P.G. Kuznetsov, which considered the planning of the region’s development based on the use of measurable values. The “President” program sets the goal of increasing production, at which the flow of energy at the disposal of each person increases. The natural growth of the number of people and the growth of the flow of energy per person requires the search for and application of new resources. As the earth’s resources are exhausted, it is necessary to actively explore outer space. This will lead to qualitative changes in the very phenomenon of life and its actions in the universe, space and time. The economy, as a living system, is an amplifier of power, the flow of energy. For the development of the country, it is necessary to distribute the received energy flow not only for current consumption and production growth, but also between agriculture, healthcare, education, science, in order to maximize the future flow of energy. As an example of the use of measurable values, the dynamics of population change and energy flow per person in Russia, China and the United States are considered. The article is based on report at the XII International scientific conference “Fundamental and applied issues of sustainable development in the nature-society-human system (dedicated to the 100th anniversary of the outstanding scientist P.G. Kuznetsov).

Abstract

The methodology for assessing demographic factors of quality of life based on the community vitality index is an important tool for assessing the demographic situation and its impact on the sustainability of regional development. The article presents the methodology for constructing the index and its calculation. The Society Vitality Index is calculated for the constituent entities of the Russian Federation for 2020 and 2021. The methodology for calculating the society vitality index takes into account: life expectancy level, birth rate, average age of the population, as well as indirect indicators from the Federal Statistical Work Plan of the Russian Federation. The results obtained made it possible to identify clusters of Russian regions with low indicators of the social vitality index and to identify the relationship with the influence of negative environmental factors. Based on the construction and analysis of the index, recommendations are presented, which consist in using the index to monitor and identify problem areas in spatial development, taking into account a comprehensive assessment of the demographic situation, as well as in developing effective measures to improve the vitality of society and predict demographic changes.

Key focus areas include evaluating the effectiveness of measures like waste reduction, recycling, and case studies from various countries. The work identifies challenges in implementing waste management strategies, highlighting its relevance to Russia’s context. This study contributes to understanding waste management issues and can support effective policy development.

To date, several attempts have been made to consistently present the biography of P.G. Kuznetsov and the evolution of his ideas. The purpose of this work is to provide a consistent, comprehensive, but capacious idea of the life and scientific work of Kuznetsov in the format of an encyclopedic article, based on disparate data from existing sources. The authors express confidence that this material can become a digest for all those wishing to briefly familiarize themselves with the life history and main ideas of Pobisk Georgievich, and also hope that in the future this text will serve as a basis for writing a full-fledged book biography.
