Abstract

This article discusses the methodological base of measurement, system analysis and management of sustainable development of complex systems based on universal measures. The authors propose an approach that allows: an analysis of the state of a complex system of planning, organization and control of changes in the system of universal measures – power units; to diagnose the current state of the control system to determine the safety level of the system development, assess the risks and develop planning and organizational solutions in accordance with the functions and the system needs to ensure its sustainable development.
