REGIONAL SUSTAINABLE DEVELOPMENT OF SUBJECTS OF THE SIBERIAN FEDERAL DISTRICT

Abstract
The article analyses strict succession of UN official decisions and policy for sustainable development. The main international legislations for achieving the goals of sustainable development in globalization world are discussed. The main issues in the field of human health and environment and the impact of socio-economic risk factors on human vulnerability are considered. The article also suggests the top priority measures for achieving the sustainable development goals on the national level in the frame of providing environmental safety for Russian citizens.

Abstract
The article is dedicated to the actual topic of assessing the impact of the ideals and values on the security and sustainable development. Discussed questions: relevance and formulation of the problem, analysis of the link between “security” and “development” notions, levels of security and development, the notion of “happiness” and its projection as a universal ideal. The classification of ideals and anti-ideals and assessment of their impact on the development of the country is given. The article also discusses the question of recognizing the idols and ideals. The article was written as a part of the RFBR project № 12-06-00286-а.

This article discusses the technology of designing regional sustainable innovative development using the example of the Southern Federal District and the Rostov Region, including the calculation of the current state of the Southern Federal District’s subjects and the design of sustainable innovative development of the Rostov region till 2030, as well as building a plan to achieve the goal of transition Rostov region to sustainable innovative development with monitoring and evaluation of innovation.
