Abstract
The laws of conservation in physics are associated with the homogeneity and isotropy of space and time. The laws of conservation are expressed in the constancy of quantities (energy, momentum, angular momentum) during the motion of a closed system. An open line is used to measure the distance. To measure time, a closed line is used, revolutions around a certain axis. Any movement consists of rectilinear (translational) movement and rotational movement. Translational motion occurs along the open path, rotational motion occurs along a closed path. The homogeneity of space gives the constancy of the impulse during the movement of a closed system of material points. The isotropy of space gives the constancy of the angular momentum during the motion of a closed system of material points. The translational motion corresponds to the law of conservation of momentum. This implies that during the transition from one point in space to another there is no change, the space is homogeneous. Rotational motion corresponds to the law of conservation of angular momentum. This implies that during the transition from one direction of space to another there is no change, the space is isotropic, homogeneous in all directions. The article shows that there is an invariant duality when the structure changes. Duality is the same property of space as homogeneity and isotropy. The consequence of the invariant is the constancy of the energy flux, measured by power (energy per unit time), in a closed system consisting of two dual networks when the structure changes. Power is constant when the connection structure of the branches of two dual networks changes. The examples of the execution of the duality invariant with changing the structure of networks are presented.

Abstract
In this paper, the author examines the current state of the Arctic and the prospects for its development in the context of the concept of noosphereism, based on the teachings of V.I. Vernadsky on the transition of the biosphere in the noosphere. The possible dangers associated with the development of the Arctic region are highlighted, as well as the main vectors of activity in the Arctic, corresponding to the concept of noospherism and environmental and anthropic features of the region, are proposed.

Abstract
The article describes the system analysis tools for managing natural and technospheric safety in order to achieve sustainable development of territories. The article provides an analysis of various existing approaches to environmental quality management; the authors make a reasoned conclusion on the optimality of the energetic approach to the identified problem. A description of the possibilities of implementing an electronic environmental quality management system based on an energetic approach is given; the application of such a system will allow monitoring, assessing the current state, formulating the target state, planning the transition from the current to the target state and monitoring the implementation of the plan for the environment of a particular control object (country, region, municipality).

Abstract
Management of complex technical, information, economic systems requires the calculation process under changing the structure of the links, including the calculations by parts. This ensures the tensor method of dual networks, generalization of diakoptics. Transformations in space structure when you change dimension closed and unclosed paths subspaces connects invariant duality. This invariant is the constant sum of the metric tensors of the two networks with the dual structure. From the point of view of physics, an invariant is the constancy of the sum of power of two dual electrical circuits when the structure changes. The methods of calculation are given in restructuring: connecting and sharing links, external and internal excitation of this and the dual network. Network models of different complex systems are based on analogies and processes structure. The network models of the oil refining system and the banking system presented as examples.
